The Punjab Affordable Housing Program (PAHP) is IACPL's response to one of Pakistan's most pressing urban challenges — providing dignified, well-designed, and ecologically responsible housing at scale. The competition entry envisions the planning of an affordable housing scheme and the design of housing prototypes for a 208-acre site near Sialkot city.

Proposals integrate green design principles in line with the Green Building Code, along with international and national best practices. Guided by PHATA's revised Planning Standards, the scheme presents a technically, legally, and commercially viable plan to develop inclusive, sustainable, affordable, and resilient communities that promote health, wellbeing, and social cohesion — while responding thoughtfully to the broader urban context of Sialkot.

The entire master plan adheres to Pakistan's Green Building Code, incorporating passive cooling strategies, rainwater harvesting, and energy-efficient building envelopes to reduce operational costs and environmental impact.

The scheme prioritises social cohesion through thoughtfully distributed public amenities, green corridors, mixed-use neighbourhood centres, and accessible pedestrian networks connecting every cluster.

Climate-Responsive Urbanism
Street orientations, building massing, and open space placement are calibrated to Sialkot's hot-humid climate — maximising natural ventilation, shading, and thermal comfort at the neighbourhood scale.

Under the leadership of Ar. Dr. Mansoor Ahmed, the PAHP competition entry was treated as an opportunity to redefine what affordable housing can look like in Pakistan. Rather than defaulting to formulaic plot grids, the team developed a master plan rooted in climate-responsive urbanism, green infrastructure, and genuine community-building.

The 208-acre scheme weaves together housing prototypes, neighbourhood amenities, green corridors, and mixed-use zones — all guided by PHATA's planning standards and the Green Building Code. The result is a proposal that proves affordability and sustainability are not competing priorities, but complementary foundations for resilient communities.
